Air Carrier Manual Systems (XML-based) for Part 121 Certification, ATOS Alignment, and the Paperless Cockpit

Publishing Consultants has developed "Cleared-For-Takeoff™" (CFT), an automated solution for converting your airline’s part 121 manual sets into ATOS-aligned manual systems*. CFT significantly reduces document management costs by putting computers to work on what computers do well, thus eliminating much of the human-intensive, error-prone, and time-consuming processes (stare-and-compare). Humans can then do what humans do well, i.e., the SMEs have much greater focus on the accuracy and completeness of your airline’s procedures, allowing your company's manual system to meet the requirements of the FAA's Certification Process Document (CPD) and be aligned with the Air Transportation Oversight System (ATOS). Following are descriptions of the three primary processes:

Assessment Tool: Determines which SRRs are addressed in your current manual system and which need to be addressed for ATOS alignment, then outputs both a graphical and a tabular report.

Manual System Build Tool: Generates an XML-tagged, baseline manual system as determined by your airline's operations. All relevant SRRs, and SAI questions specific to each SRR, are embedded for the SMEs** to reference while writing or editing the procedures. This embedded reference data can be turned on or off (shown or hidden) at the SME's discretion.

Verification Tool: Verifies that all required procedures have been written and that all required interfaces have been implemented. If a procedure, whether interfaced or not, has not been addressed, the tool identifies it and detailed information is relayed back to the SMEs for correction.

These tools then finalize your manual system with an autogenerated Letter of Compliance, Manual Interface Table, and SAI Audit Report, including cross-reference links between all components.

* Portions of this process were developed in conjunction with AirCarrierCertification.com, an FAA Certified Consultant team.

** Initial authoring can be done in either Microsoft Word™ or Adobe FrameMaker™.
